He was born Jan. 20, 1927 to the late Richard Wade Ratliff and Mary Elizabeth Smith Ratliff.
Funeral services will be held Thursday, April 8 at 11 a.m. at the Thacker Funeral Home chapel. Burial will follow at the Ratliff Family Cemetery at Long Fork \Road in Kimper, Ky.
Visitation started Tuesday, April 6 at 7 p.m. with open visitation being held Wednesday, April 7 at 7 p.m. at the funeral home.
Arrangements are under the direction of the Thacker Funeral Home in Pikeville, Ky.
