The West Virginia State Police made two arrests in a child neglect case on Thursday, when neighbors found a 2-year-old walking down the road alone.

According to troopers on the scene, the toddler was found by neighbors walking down the road unattended, which prompted them to call police.

When police arrived they found the grandparents, Perry Hilderbrand and Teresa Grubb, who are the legal guardians of three children, intoxicated, with a 2-month-old laying in the floor. Hydrocodone (pain medication) and Marijuana were found at the residence.

Hilderbrand and Grubb were taken into custody and charged with child neglect, creating serious risk of injury and simple possession.

Hilderbrand also received a charge of obstructing and Grubb received an additional charge of assault on an officer.

The Department of Health and Human Resources was contacted and the children were taken into custody.

The case is under investigation by Tpr. Kuhn.

Trooper Moore and Cpl Flippen assisted in the arrests.
