WILLIAMSON - Officers with the Mingo County Sheriff’s Department (MCSD), the West Virginia State Police (WVSP) and municipalities throughout the county have recorded arrests over the past week on a variety of charges.

Delores Ann Thorn, 60, of Williamson, was taken into custody by WVSP Trooper D.L. Contos on charges of driving on a revoked license for reasons of DUI after a traffic stop was conducted on Vinson Street.

According to the criminal complaint, Thorn, who was operating a 2005 Ford Mustang, was observed by the trooper backing her vehicle up Vinson Street, traveling against the flow of traffic. Contos conducted a WV Department of Motor Vehicles (DMV) records inquiry and was informed of the revocation that had stemmed from a 2011 arrest for DUI.

Thorn was arraigned before Mingo Magistrate Dallas Toler and was released from custody after meeting stipulations of her bond.

Joe Lester, 19, of Williamson was placed under arrest by Williamson Police Department Sgt. J. Hall and Patrolman J.L. Marcum on charges of obstruction and public intoxication.

The arrest occurred after the officers responded to a 911 call at the Liberty Heights Apartment Complex alleging that an intoxicated male had ingested a large amount of prescription medication and became belligerent and combative with the first responders and EMS personnel.

Upon arrival, the defendant was recognized by law enforcement as a male they had previously that evening issued a public intoxication citation to. Lester was attempting to walk away from the EMS workers and was given a verbal command by the officers to stop. The defendant is said to have shouted obscenities at the officers and continued to leave the scene. The verbal exchange became physical between Lester and Sgt. Hall, and both men fell over the bank while the officer was attempting to force the defendant back up the hill.

Lester appeared before Magistrate Toler and was arraigned on the charges. He was then transported to the Southwestern Regional Jail in Holden.

Noah D. Ooten, 54, of Delbarton, was arrested by WVSP Troopers D.L. Contos and J.D. Matheny after being involved in a single vehicle crash at Upper Bias Road, near the Town of Delbarton.

The arrest warrant states that upon arrival at a residence at Upper Bias Road, they observed a red Chrylser Sebring sitting in the yard of the complainant’s residence and the defendant was sitting on the ground beside of the vehicle, wearing nothing but a bath robe.

Witnesses on scene advised the officer that Ooten was operating the vehicle at the time of the crash and had exited the car shortly before the troopers arrived. After making contact with the defendant, Contos documented that he detected a strong alcoholic beverage odor on his person. A 3-part field sobriety test was administered to Ooten, which he was unable to satisfactory complete. The officers then had to physically carry the intoxicated male to the police cruiser due to his inability to stand up or walk.

An estimated amount of $200 was said to have occurred to the garden and well casings in the yard of the victim, Geraldine Griffith, where the accident occurred.

Ooten was arraigned before Magistrate Toler on charges of DUI, destruction of property, no proof of insurance and expired registration, and was incarcerated in the Southwestern Regional Jail until such time his bail was posted.

Phillip Amick, 34, of Williamson, was arrested by WVSP T.G. Kania on an Emergency Protective Order (EPO )violation. The warrant was obtained on behalf of the victim, Sabrina Amick, after the defendant allegedly went to her residence following him being served with the EPO that barred him from being in her presence.

Scott Bunyaro, 24, of Louisa, Ky., was placed under arrest on charges of DUI 1st offense, expired registration and driving on a suspended license by Kermit Police Chief E. Chambers following a routine traffic stop.

Bunyaro was arraigned before Mingo Magistrate Pam Newsome.

Chris J. Harrison, 18, of McCarr, Ky., was arrested by WVSP Trooper D.M. Williamson following a verbal altercation at the residence of Mark Maynard at Big Splint Hollow near the Nolan exit.

According to information in the criminal complaint, Harrison threatened Maynard with physical harm during the argument, causing him to be in fear of receiving bodily injury. While attempting to take him into custody, Harrison is reported to have attempted to flee into a wooded area but was captured without incident by the trooper.

Harrison was arraigned before Magistrate Newsome on charges of assault, fleeing other than vehicle and obstructing an officer.
