PIKEVILLE, Ky. – According to officials, the annual audit of the Pike County Government was “excellent,” a press release from Pike County Judge-Executive Wayne T. Rutherford’s office stated.

“Overall this audit was fantastic,” Rutherford said.

One comment in the initial audit mentioned the Pike County Golf Course Management Corporation’s CPA failure to submit the proper paperwork before its Dec. 31 deadline. However, the error was corrected before the final copy of the audit was completed.

Another question raised by Kevin Peercy, CPA, was a $126 discrepancy on a FEMA worksheet submitted by Pike County Purchasing Director Frankie Stacy, who submitted eight hours on a timesheet instead of four.

“Mr. Stacy made one simple error entering hours that caused a $125.89 overcharge,” Rutherford said. “Out of nearly $8 million handled by Mr. Stacy, I think that is a fantastic job and he should be commended.”

The third and final question brought up by auditors was a violation of KRS 424.260, which requires projects greater than $20,000 to be advertised for bids.

“During our test of expenditures, we noted there were two projects greater than $20,000 each that were not advertised for bids as required by KRS 424.620,” the audit stated. “These projects were ordered by a magistrate without prior fiscal court approval.”

The press release stated that, aside from the aforementioned errors, Pike County’s audit was “nearly flawless,” something for which Rutherford credits to two CPAs and an experienced treasurer.

“Our purchasing director and our finance director are CPAs,” Rutherford said. “We have a treasurer with nearly three decades of experience. With such a large budget, their workload is immense and to have a great audit like we have should be a credit to their knowledge and hard work.
