Timothy Scott Webb, was arrested after taking a 1985 Chevy RV from his aunt Lisa Baisden, who resides in Rameytown, in Delbarton.

Webb left his aunt’s residence in the automobile and drove to Joseph Charles’ residence, where he made an agreement that Charles would give him $200 a month with a total pay-out of $1,600 to purchase the vehicle. Webb told Charles that when the payments were complete he would give him a title to the automobile.
