WVSP arrest 2 for Boone BOE embezzlement

MADISON, W. Va. (WCHS/WVAH) — West Virginia State Police have charged two Boone County school system employees in an embezzlement case.

State Police said Wednesday that David Bryan Jarrell, the school system’s director of transportation, and Tracy Harvey, a school system mechanic, are being charged with embezzlement and fraudulent schemes.

The embezzlement involved more than $20,000 and took place over the 2014 to 2017 school years, State Police said.

Court records said some invoices from the school system had been altered. Search warrants were served at the Boone County school bus garage and Harvey Trucking in Ashford. Money was used to buy tires, lift kits for personal vehicles, wheels, fuel kits, brakes, brake parts, a motor home windshield and mud flaps, court records said.

Both men acknowledged their roles in the case, court records said.

Jarrell has been placed on administrative leave from the school system.

The case has been under investigation by the West Virginia State Police (WVSP) since Wednesday February 15 when officers served search warrants for fiancial records at the Boone County Board of Education bus garage.

Sgt. Sutphin of the WVSP Madison Detachment said they received a tip and that is when they started pulling records through the companies and discovered some fraudulent transactions had taken place.

“It is a pretty complex investigation,” said Sutphin. “This basically involves a pretty large scale of converting transportation monies into a private business and also into personal purchases.”

The Boone County School system has been taking some hard hits financially in the last few years with their budget. There have been layoffs, pay cuts and school closures during this time and there is a possibility of more layoffs for the 2017-18 school year.
